New Board Members announced
The Minister for Children, Young People and The Promise, Siobhian Brown MSP, has announced the appointment of Nigel Rooke and Edward Seery as members of SCRA’s Board.
Nigel Rooke is a former senior public-sector leader whose career has combined governance, digital transformation and organisational change with a strong focus on improving outcomes for people and communities. He was previously Head of Governance and Change at Glasgow City Council, where he led major digital and transformation programmes alongside responsibility for risk, assurance, information governance, resilience and continuous improvement. His wider experience includes senior leadership in adult social work, work with excluded young people and autism improvement, as well as partnership working across public and voluntary organisations.
Edward Seery brings more than 25 years’ experience in policing, across several different operational arenas including latterly Criminal Justice Transformation. During his career with Police Scotland he led on a number of national complex change and transformation programmes across Scotland’s justice system, working collaboratively with partner agencies including the Crown Office and the Procurator Fiscal Service, the Scottish Courts and Tribunals Service and the Scottish Government. His work has focused on improving services and delivering positive outcomes for communities across Scotland, through partnership, innovation, digital transformation and evidence led change
SCRA’s Board Chair Cathie Cowan said: “”I am delighted to welcome Nigel Rooke and Edward Seery to the SCRA Board. Both bring a wealth of experience in leading complex organisational change, governance and public service reform, alongside a strong commitment to improving outcomes for children, young people and communities across Scotland.
“Nigel’s extensive background in governance, transformation and partnership working, together with Edward’s experience of delivering large-scale change and innovation across Scotland’s justice system, will be invaluable as we continue to strengthen and develop our services.

The appointments are for four years, commencing on 1 October 2026 and ending on 30 September 2030.
The appointments are regulated by the Ethical Standards Commissioner.
