Senior Management

SCRA's senior management meets monthly as the Executive Management Team (EMT) to discuss corporate direction and strategy, policy approval, corporate and operational planning and resourcing, organisational performance and corporate governance.

Netta Maciver
Principal Reporter/Chief Executive - Netta Maciver OBE
Netta has overall responsibility for leading and developing the organisation and ensuring that Reporter services of the highest quality are delivered efficiently and effectively. The role of Principal Reporter is a broad one, ensuring compliance with statutory requirements and, working closely with the Board, developing and directing the strategic direction, policy and plans of SCRA. Netta is SCRA's Chief Executive Officer and Accountable Officer.
Eddie McConnell
Director of Corporate Development - Eddie McConnell
Eddie has responsibility for the business functions within the organisation, including Planning and Performance, Information Services (including ICT and Data Management), Press and Communications, Information and Research and Policy. He is also SCRA's nominated Standards Officer and he oversees SCRA's complaints process.
Maggie McManus
Director of Human Resources - Maggie McManus (Maternity Cover)
Maggie leads the Human Resources (HR) and Organisational Development (OD) team, which incorporates the recruitment, training and health and safety functions. Maggie is also responsible for leading the implementation of SCRA’s OD and HR Strategy and developing effective organisational practices.

 

Ed Morrison

Director of Finance - Ed Morrison
As Director of Finance, Ed is accountable for managing and monitoring all the financial and budgetary elements of the organisation. As well as managing the Finance Team, Ed also has responsibility for the Property Team, the Procurement function and the Business Support Team.






Tom Philliben
Reporter Manager (East & Central West Regions) - Tom Philliben
Tom has been a Reporter since 1986, working in a number of authorities, before becoming Reporter Manager of South West Region in 1996 when SCRA was created. He is currently Reporter Manager for East Region, having also held the equivalent post in the West of Scotland, and was also for a time Director of Operations and Acting Principal Reporter in Head Office. Tom is currently providing Reporter Manager support in Central West Region as well.
Evelyn Grant
Reporter Manager (North & West Regions) - Evelyn Grant
Evelyn became a Reporter in Strathclyde Region in 1985 after 6 years in social work. She moved to the Depute Regional Reporter’s post in Highland Region in 1988 before becoming Authority Reporter in Highland in 1996 at the time of reorganisation and the creation of SCRA. She remained as Authority Reporter in Highland until 2000, when she became Reporter Manager for North Region.  Evelyn is currently providing Reporter Manager support in West Region as well.
Malcolm Schaffer
Head of Practice and Policy - Malcolm Schaffer
Malcolm has been a Reporter since 1974, firstly in Tayside and then Edinburgh. In 1996, Malcolm became Reporter Manager for the East Region where he was responsible for the planning, management and direction of regional operations to ensure the delivery of effective and high quality services to children and families.

In October 2009, Malcolm was appointed to the new post of Head of Practice and Policy - he has responsibility to lead, direct and develop practice and policy across SCRA, and to facilitate and nurture best practice across the service. Malcolm is also Programme Manager for SCRA’s Transition Programme, which aims to prepare SCRA for the transition to the new arrangements for the Children’s Hearings System.
